For disputed tickets, outside of the court system, the only other option is the First Attendant Services. 

As the Provincial regulations dictate that appeals must be done in person, the First Attendant Facilities were created.   The staff at the First Attendant Facility are empowered to review tickets, and make alterations to the payable fee should they see fit following discussion with the applicant.

 There is an office on the main floor at City Hall for your convenience.

 NOTE: If the infraction is for the offence of "Unauthorized parking - Private property", please contact the property owner or manager in question directly as City staff do not have the authority to review these tickets.
